While many employees will then be seconded to the CFA, they will be bound by a new Enterprise Bargaining Agreement (EBA) that will entrust the Fire Fire Union (UFU) with control of resources and recruitment. In October 2016, the Australian federal government passed amendments to the Fair Work Act 2009. These changes should prevent business bargaining conditions from “undermining an organization`s ability to hire, send, assist, equip or manage its volunteers.” [Citation required] The Government of Victoria said it would be very difficult to create an enterprise agreement while maintaining a combined career and volunteer firefighters without these conditions. [Citation required] Governance and working groups were created to work through transitional arrangements, involve stakeholders, provide advice on key issues and ensure that information is exchanged between agencies throughout the implementation of reforms. But many CFA members in the region are less convinced because they fear that the changes will lead them to be treated as second-class citizens or worse, which could lead to a drastic reduction in the number of volunteer firefighters. And while the introduction of alleged rights legislation has long been advocated by Victorian firefighters, Watkins said it would not come without a capture for volunteers. Although the bill was fiercely rejected by the coalition, the government said it would modernize Victorian emergency services and “anchor” the CFA as a truly community-based volunteer organization. “I`m disappointed that it`s over in its current form,” he said. Volunteer firefighters will continue to be eligible for unsumed compensation under the existing voluntary compensation system managed by the CFA. However, volunteer firefighters will not be able to obtain double compensation for the same injury under the Presumptive Compensation Program and the Volunteer Compensation Plan.

FRV was established on 1 July 2020 by the Metropolitan Fire Brigade (MFB), a fully professional service responsible for much of Greater Melbourne, with 1,400 CFA professional firefighters, some of whom worked in “integrated” teams and volunteer brigades on the outskirts of Melbourne and other centres. LRF Assistant Commissioner Ken Block stated on July 1, 2020 that the merger was underway under the CFA and MFB; Fire Rescue Victoria now consists of more than 3600 firefighters.
